Adeso is implementing an Economic and Development Youths’ Skills Development and Enterprise Development project in Afmadow and Bardheera in Jubaland state, Somalia. The project is an innovative response to the current situation in Somalia, with a low rate of youths’ employment, a high rate of uneducated youths, low capacity in the community economic development as result of several protracted factors –conflicts, disasters and the long civil war in the country. The 15 months’ Economic and Livelihood Development, Enhancing Youths’ Skills and Employment project creation is expected to contribute to the Government vision of increasing the human capital, and economic and livelihood development in line with the National Development Plan.

Adeso is looking for a dynamic and competent Economic and Livelihood Development Manager that will be based in Nairobi or Somalia with frequent travel to the project areas of Afmadow and Bardeera and other Adeso program areas in Somalia /Somaliland.  The incumbent will be a full time member of Adeso Somalia team and will play a crucial role in the implementation of the project.  Due to the urgency of this position, the applications will be reviewed on rolling basis and the potential candidates are encouraged to apply early.

The FOCs will work with members to address their capacity development through review of financial and procurement manuals as well as capacity self-assessments and plans.  Support members to implement new or revised procedures through accompaniment, technical expertise, training and long-term capacity development, using participatory learning processes so members improve their organizational systems and staff capacity. Support members to develop strong systems and procedures for program management and accountability. Develop and support members’ leadership, management and core humanitarian skills, work with consultants and staff from other NGOs to provide training or run workshops as needed.

The FOCs oversee the work of direct members per country to assess and prioritize their financial capacity development needs and strengthen their ability to meet donor compliance. They will support members through providing ongoing guidance and advice. The post-holders will design, coordinate and facilitate participatory learning processes with members’ finance staff.

POSITION SUMMARY

The Senior Compliance Officer will report to the Executive Director by assessing, monitoring and addressing the status of internal controls and all compliance aspects in Adeso.

The post-holder will undertake real time risk analysis of Adeso operations with regards to adherence to internal controls and donor compliance and will provide targeted context-specific sensitization, prevention measures and guidance on minimizing all major risks. Key to this will be the compilation of an operational risk register with detailed action plans and continuous updates on risk rating and mitigation activities.

S/he will be responsible for providing efficient and effective management of the programme’s overall grant portfolio. S/he will be member of the country programme core Senior Management Team responsible for ensuring appropriate grant management, ensuring compliance with donor and internal organisational requirements and overseeing information management related to grant and programme implementation.

S/he will have authority to implement all necessary agreed actions to ensure achievement of the objectives of the compliance program. S/he will also make recommendations for the Senior Management Team to ensure on-going compliance.

PROJECT SUMMARY

Adeso is leading in the Implementation of the Disasters and Emergencies Preparedness Program (DEPP) Innovation Lab, a 22 months’ project under the AIM (Adeso, iHub MasterCard) Consortium. The objective of this program is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist.

The Consortium has formed Maarifa Kona community innovation labs in Garissa and Marsabit where rural communities are participating to find ideas, prototype and scale innovations for commercialization. It is from this background that a number of community innovators are engaged with the labs to refine and prototype their ideas.

BACKGROUND FOR CONSULTANCY

To inject business development and entrepreneurship skills for the Innovators, a number of capacity building programs have been underlined to help them manage financial resources through building their financial skills. Adeso therefore seeks to foster entrepreneurship and financial literacy skills among the innovators to solve challenges that hinder enterprise and innovation growth and to support the development and widespread application of new ideas, systems, and technologies.

Sustainable Coastal Restoration and Development for Somalia, Phase II is being implemented the coastal communities of Durduri, Elayo, and Qaw villages under Laskorey district, Sanag region.

 

LDF phase II was supporting2500 climate change affected households including artisanal fishers, pastoralists and those currently engaged in activities that damage the environment and natural resources. Moreover, the project provide training60 coastal community members on fishing and farming skills to enable them enhance their fishing and fishing productions to improve their food security. This will have positive impact on economic, social and coastal ecosystems by strengthening climate change resilience of local communities. This will enhance the ability of targeted communities to anticipate and adapt to the negative effects of climate change as well as reduce the prevailing poverty in the target areas.  Thus, the project is expected to contribute to the overall goal of the climate change strategy which seeks to strengthen community level capacity to mitigate and effectively respond to the risks of climate change as well as diversification of income sources of communities as a buffer to climate related risks. Additionally, the project made an assessment for understanding Climate Change in Puntland, and local communities’ understanding about Climate and the challenges and opportunities faced by pastoralists in managing climate risks, as well as their adaptive capacity for the future.

CONTEXT

Now in its seventh year, the conflict in Syria continues to be characterized by hostilities and violence resulting in further loss of life, destruction, refugee flows and internal displacement.

While emergency preparedness is essential to reduce deaths and suffering, improving emergency preparedness plans will provide agencies with the necessary resources for an immediate, effective, appropriate response and ability to use those resources within the first hours of a disaster striking.

Within this complex and challenging environment, NEAR will continue to strengthen the capacities of its local partners to ensure an effective and adapted response that meets the ongoing and evolving needs of Syrian people affected by the crisis.

CAPACITY BUILDING PROGRAM IN TURKEY

NEAR is working with 10 organizations in Turkey and carried out self-assessments of six organizations based on Organizational Development Assessment (ODA) criteria which NEAR is trying to promote.

NEAR strongly believes that national and local organizations cannot be sustainable until they develop their internal systems some of the key aspects which we have looked at as part of the ODA approach are Leadership, Financial Management, Human Resources, External Relationship & Sustainability and Project Evaluation.

Another cross cutting issues we found out is most of the organizations do not have enough abilities on Emergency Preparedness Planning for an effective delivery of humanitarian assistance to affected communities. We believe conducting a training program on emergency preparedness planning will foster organizations’ growth while improving their humanitarian preparedness and response.

Project Summary

It has been acknowledged for many years that the current humanitarian system is hugely imbalanced. Southern NGOs (SNGOs) play an absolutely critical role as first responders in majority of disasters, since they are based among affected communities year round delivering most of emergency aid; while receiving only a tiny proportion of funding, and being disproportionately underrepresented in decision making. With the aim of redressing this imbalance, Adeso through the NEAR Network ran a project titled “Strengthening the Quality and Effectiveness of Humanitarian Response through Capacity Building and Strengthening the Role of Local Organizations via a Global Network for Southern NGOs”, co-funded by OFDA and ECHO, from October 2016 and set to end in October 2018.

Indeed, this project focuses on strengthening organizational capacity and enhancing access to direct funding for 30 local and national organizations. Targeted organizations in 5 countries (DRC, Somalia, South Sudan, Turkey and Nepal) were supported to assess their capacity gaps and needs through a self-driven approach, using locally appropriate tools and methodologies.

In parallel, a research program was undertaken to look into innovative financing mechanisms to meet humanitarian and development needs of local NGOs and civil societies. As a result, two pilot pooled funding mechanism for local and national NGOs will be designed by the end of the project in October 2018. Being situated within Adeso's wider 5-year network development project, this project will build on and link to a broad spectrum of work on developing SNGOs' humanitarian capacity and is expected to significantly contribute to a more inclusive, more effective and more responsive humanitarian system globally.

Evaluation Purpose and Scope

The purpose of this final evaluation is to take stock of the results achieved by the project over its implementation span and to identify lessons learnt. Specifically the evaluation will:

  • Assess the performance and results (including potential impact) of the project against the original proposed deliverables (i.e. log frame).
  • Assess the progress of implementation of recommendations that has been made by donor and accepted by the project
  • Identify lessons learnt that can contribute to building better capacity building support system for local NGOs and the role of international versus local capacity strengthening support mechanisms.
  • Generate findings, recommendations and lessons useful for informing on-going or future sector-wide localisation projects which focus on partnership, capacity building and funding mechanisms.
  • Provide recommendations for any future follow-up project of similar nature, including possible areas of interventions, building on achievements and the stakeholder consultations carried out.
  • Provide recommendations for ADESO, NEAR or CAFOD’s wider capacity strengthening work.

The evaluation will assess all elements of the project’s design, implementation and management, including processes, operations and results. It will cover the period from the start of the project to the implementation at the time of evaluation.

The evaluation report will be made available to NEAR Network, affected direct Members, CAFOD, ECHO and we will reserve the right to share with other stakeholders.

Introduction

Adeso is a humanitarian and development organization that is changing the way people think about and deliver aid in Africa -We are an NGO in Africa working in a very different way than most. We believe that development must come from within, not outside African communities. That it is Africans themselves who must determine Africa’s future, and that while international aid has provided much-needed support, it often falls short of enabling lasting change at grassroots level.  We want to change this, and our strong bonds with African communities mean we are uniquely placed to do so.

Adeso has multiple programs in Somalia and has implemented large-scale cash-based response and livelihood projects as well constructions projects including Shallow ground water wells and Borehole Projects.

This “Invitation to tender” is for the Rehabilitation and Upgrading of Dr. Ayuub Stadium in Baidoa – Bay Region, Somalia.  With Subject to donor approval and funding availability, Adeso wishes to invite qualified interested construction and rehabilitation companies legally based in South West State of Somalia to participate in the tenders for:

  • Demolition and Reconstruction of the Boundary Wall
  • Construction of Ticket Control and Security Room
  • Construction of Security Patrol Towers

We are seeking two (2) qualified and committed individuals to join the Adeso team as Hygiene Promoters for the WASH project in Badhan - Sanag and Taleeh District of Sool Region. POSITION PURPOSE

M&E Coordinator will be line managed by the consortium coordinator and technically work with ACTED and Adeso M&E focal points; and will be responsible for project level activities in relation to monitoring of project activities, data management and analysis. The M&E coordinator will effectively use the available channels and ways to foster learning for sustainable capacity development through using the many innovative approaches that recognize the importance of learning in M&E, improve knowledge and the capacity process as well as recognizing results through making the management of the knowledge more adaptive and responsive.

Working closely with project teams, he/she will support project monitoring and evaluation by providing and managing SSNP consortium databases and undertaking some project data management responsibilities including data collection, collation and analysis. The role involves providing technical support on design of thematic survey forms, data processing tools, management of data entry and validation, management and tracking project data using quantitative and qualitative data analysis basics.

He/she will have the overall coordination and running of the M&E system at the Nairobi and field level; providing support and oversight for M&E Officers; visiting to assist with monitoring activities and provide technical guidance (particularly training of data collectors and methodology work); managing the project database; undertaking analysis and producing monitoring reports as needed; disseminating monitoring information; working across to bring together data from the two organizations together for analysis and reporting.

The M&E Coordinator will be focal person in developing and managing the Program Measurement system, building the capacity of consortium staff and partners in M&E and supporting all consortium M&E and research-related activities of field projects.

POSITION SUMMARY

Adeso’s Communications Team is responsible for developing and overseeing implementation of the Adeso Communications Strategy.  This includes defining and formulating key messages and proof points to broaden the understanding of Adeso’s unique, people-centered and participatory program approach amongst stakeholders across the humanitarian and development sector, governments, donors and the media.

Under the supervision of the Deputy Country Director, the Communications and Engagement Officer will support the delivery of Adeso’s global Communications and Outreach Strategy. S/he will work with colleagues to support the communications efforts of Adeso’s program teams; and s/he will support the organization’s growth. S/he will collaborate with internal and external stakeholders to ensure that Adeso communications enable and accelerate the system-level change envisaged in Adeso’s strategic goals.

We are looking for a Communications and Engagement Officer with a deep understanding of Adeso’s unique program model and innovative community based approach, experience with social media, copy writing/communication skills, design and visual skills, strong attention to detail, proactive “can-do” and “will-do” spirit, and good knowledge of the African context, specifically Kenya, South Sudan and Somalia.  This opportunity requires significant creativity the ability to coordinate, research, and create social media content, while supporting and as needed, managing social media activities for multiple online platforms and ensuring the organization’s website is consistently updated with relevant and engaging content.

POSITION PURPOSE

  1. Responsible for the project management of content and communications projects to assist the Director of Strategic Partnerships with the delivery of our communications strategy;
  2. Write informative, inspiring and engaging copy and create offline and online content for a range of audiences;

Adeso will recover lost information and establish monitoring networks on climate and water resources, geology and soils and land cover. Other information will be extracted from satellite imagery in the pact locations of Sool and Sanaag.  The information collection includes borehole depth, static water level, water characteristics and use and ownership. The database is managed in a dedicated information management system (SWIMS). The project has two well-equipped field offices, one in Sanaag and one in Sool, with trained staff in water and land information management that work closely with water authorities in the two regions. The Adeso project will be working closely with the WASH cluster and other pertinent stakeholders in addressing information and capacity building needs of water authorities.

    OBJECTIVES OF THE ASSIGNMENT

    The purpose of this evaluation is to assess the progress made towards achievement of the overall and specific objectives of the project, its immediate and long term impacts on the lives of beneficiaries who were directly involved in the project activities, including their families, communities after the end of the implementation period.

    The assessment will also look at determining how effective the cash transfers provided to targeted beneficiaries has enabled them to meet their basic needs and improve their livelihoods as tied to the project objectives i.e. how the whole cash transfer interventions-system allowed the project to succeed or not. This is to assess the extent to which the various models of a cash operation did support or constrain effective cash based intervention implementation.

    The assessment will also help determine any impact the project has produced on the main target communities and project beneficiaries in terms of meeting their food security needs, increasing livelihood security and improving of local markets. The evaluation will also gauge the level of community and other stakeholder participation and ownership of the implementation process including the identification of the intended and unintended outcomes, best practices and lessons learned as well as challenges arising from programme implementation.  In addition, the evaluation will come up conclusions and recommendations on the way forward.

    The Capacity Strengthening Consultant (CSC) is responsible for coordinating, implementing and monitoring the NEAR Capacity Strengthening Programme in Africa with a focus on 3 countries. The post-holder will be based in Central or Eastern Africa, but will be expected to travel frequently within Central-Eastern Africa region and more specifically to South Sudan, Somalia and DRC.

    The NEAR Network capacity strengthening programme is funded by OFDA and ECHO and works with 25 partners in five countries (Nepal, South Sudan, DRC, Somalia and Turkey).  The goal of the programme is to strengthen members’ ability to manage and deliver quality emergency preparedness, response, recovery and resilience programmes.

    It aims to strengthen organisational capacity of members and raise awareness, commitment and understanding of humanitarian principles and standards across members. The programme focuses on providing in-depth support to a small number of members to develop their leadership, compliance and financial management, communications and fundraising.

    The CSC will work with members to address their capacity development needs in order to manage and deliver quality emergency preparedness, response and recovery programmes based on their capacity self-assessments and capacity development plans.  Support members to implement capacity development plans through accompaniment, technical expertise, and training and long-term capacity development, using participatory learning processes so members improve their organisational systems and staff capacity. Support members to develop strong systems and procedures for emergency preparedness; programme management and accountability including meeting sectoral standards. Develop and support members’ leadership, management and core humanitarian skills, work with consultants and staff from other NGOs to provide training or run workshops as needed.

    The CSC oversees the work of 6 members per country to assess and prioritise their capacity development needs and strengthen their ability to prepare and respond to crisis in their communities. They will support members through providing ongoing guidance and advice, facilitating peer learning as well as mentoring and sourcing specialist technical support. The post-holder will design, coordinate and facilitate participatory learning processes with members. The post-holder will represent the NEAR in the humanitarian capacity development programming in Africa region identifying opportunities for collaboration within NEAR and with other key stakeholders. The post holder will be a member of the NEAR team and will feed into the learning and direction of the programme.
